Covering runs

I still haven't caught up to one day we should cover runs to one day don't cover runs. From what I've been hearing there has been plenty of run covering going on. Which in my own opinion is fine especially if a driver breaks down or gets sick or something of that nature. I am very disappointed when a run needs to be covered due to a driver not being able to speak English and properly communicate on the radio. Why should professional drivers cover that? Is this a sign of what Pioneer will become?
How many days do the children have to stand in the cold and on ice waiting for a driver who isn't showing up and can't even tell dispatch where they are?
