By what authority? Absent a court order, I don't think the NLRB can force them back any more than they could force Bloomberg to the table.

So when I personally think of the NLRB I think Federal and they have teeth behind there rulings. Knowibg how they function and the buracreacy I have to then ask rhetorically why even have an NLRB? I dont think a team of. Top notch painters could make this look good or end in a timely manner and restore order.
