Do we know this was done intentionally? This looks like one of those plates that are defective and peeling.

If it was intentional, apparently he hasn't been pulled over and given a ticket yet, which I believe is $200, (if they haven't passed the bill that would raise it to $300 yet), you have to figure how many red light/speed camera tickets he might have gotten away with to see if it was worth it.

That happened to my bus two years ago I wrote it up .nothing done! yard inspection got a violation ( not on me ) they had to ordered new plates for the bus .
