Well, 2 NYC councilmen are doing their part ... sponsoring a bill to require some English on signs written in foreign languages.
Look at this cluster of stores. I can't even tell if the bus stop signs are in English!
They cram stores in retail space tighter than they do people in apartments!

And, by the way, of those who were originally appointed, it was done so by the trustees Mullins & Baker (as field reps) ... Hedge, Martinos, Sorrentino, Catalano, Jene-Louis and Oakman. But, again, they were all subsequently elected by a majority of the members.
It should be noted ... each of these people had been shop stewards for a number of years prior to being appointed reps and elected delegates ... so there's plenty of proven experience on this slate.
