This was a great question and I posed it to our assistant shop steward and one of the "assistants to the assistant." The definitive answer is, the guy with the No-Trip run leaves.
The rationale is that by virtue of the fact that the other driver was the senior driver, he had the opportunity to pick the other guy's No-Trip run but passed it up in favor of his trip run. The guy with the No-Trip run had no choice in getting the "Over and Above" or he wouldn't even have been there. He gets to leave.
I had never come across this scenario before. Very interesting ... thanks for bringing it up!!
