When is the last day you can certify a claim for the week?

Actually, the last day is Saturday. From unemployment FAQ:

An unemployment week runs Monday through Sunday. If you wish to claim benefits for a week of unemployment, you have from the Sunday date at the end of that week through the next Saturday to do so.

My unemployment benefit year ending date is tomorrow (7/12/15) so I will go on-line and claim benefits for this past week. Once I do that tomorrow when should I open my New Claim?

open new book monday 7/13/15 ,, they say claim benefit check the followin weds7/22/15 but no need to wait  claim it on sunday7/19/15 and then every sunday there after

Yes, open new book Monday. And yes, you can certify for your waiting week next Sunday (19th).
