"New York State is currently assessing the Presidential Executive Order issued on August 8th authorizing the "Lost Wages Assistance Program." When we have additional information, we will update you on our website and social media platforms, and we will reach out directly via emails and text messages. To allow your fellow New Yorkers to reach a representative, please do not call the DOL to inquire about this program at this time."

So it appears that Trump is directing states to use FEMA money to pony up their 25% of additional unemployment. Scroll to Sec. 4.
