i sat behind that fuel truck too many times waiting.and i noticed when they done filling tank they pour in a dye about 5 gallon pail, could be blue ,im thinking red but not definate...if i understood the fueler awhile ago,he said they really cant even fuel up white one...i guess the tow truck diesel is not included in the bus contract...

I'd NEVER wait behind the fuel truck, LOL, so I'll take your word for it. I've also heard, as you said, that they can not fuel shop vehicles from our pumps.

Curious though, because Neil told me himself once that HE pays for the fuel. It may be that he reimburses the city at a rate that is lower than if he bought it directly. I know many drivers maintain that he doesn't pay, just telling you what I was told.

i would think he must have a set price in his contract as to what he pays...say 2.00 a gallon and city pays the rest...would be hard to judge a 3 or 5 year deal not knowing  what could happen to oil prices..

Well, the fuel could be a percentage he pays of the actual cost to the city, whatever that may be. I'm just guessing at that, but remember 8 or 9 years when gas was over $4 ... diesel had to be even higher ... and we were forbidden to use the bus for personal trips. If Neil didn't have a pony in the race he wouldn't have cared.
