School Bus CDL Test Temporarily Made Easier

Apparently until the end of November the "under the hood" part of the CDL test will be suspended for a special school bus driver classification. The purpose is to help the school bus driver shortage.

What I don't get, if I'm understanding it correctly, is that you cannot renew this "S1" restriction unless you get a permit and take a full CDL road test. (See the 6th bullet under "Key points of the FMCSA exemption" on the link below.) Seriously? What the hell is the point?
