Nickle and Dime-ing on 7th and 8th grade busing

So the 2 newer schools, and future schools WON'T get service for grades 7 & 8 because they didn't have it before.

I.S. 2 never had the variance for 7 and 8, but now they will. Where's the logic? (I know... the DoE doesn't know the meaning of the word.)
